Organisational planning and analysis at an Australian data services agency

The challenge: A set of critical problems that were confounding organisational change and the pathway to increased productivity, with higher costs and lower outputs, off the back of a set of previous organisational design projects having failed to deliver.

The project: Project leader and principal consultant for a 12- month engagement including design, consultations, modelling, and solution development on a new organisation design, model, systems and pathway.

The work: Advisory on a major organisation design program including development of a bespoke ‘organisation design’ process, model, interpretation of strategic goals and outcome to support the Agency conduct their program.

Worked closely with senior leadership, executives, and subject matter experts to diagnose, design, develop and finally agree a new organisation design and capabilities.

Assessed, developed insights, and made recommendations to a customised strategic workforce planning model, covering shifts in the operating model, the concept of a systems manager, financial modelling, and the capacity of generate an integrated workforce view.

The results: An accepted design. Generated insights into how to address major organisation challenges posed by new service models and data systems, reducing risk and guiding transition to a new organisation design opportunities as the Agency transitions from ‘build to run’. Introduced tools, theories, practices, templates and easy to use models to drive improvement, and explored how they can be used and implemented by the Agency. Determined next steps and articulated the commitment required to implement the program
